We lead projects through the full range of entitlement processes, including annexations, rezonings, Planned Unit Developments (PUDs), site plans, variances, special and conditional use permits, subdivision plats, and development agreements. These tools establish development rights, create flexibility within regulatory frameworks, and formalize implementation expectations.
Our role is to align project vision with jurisdictional policy, infrastructure planning, and community dynamics—while identifying clear pathways to approval. Throughout the process, we coordinate consultants, work closely with staff, prepare for hearings, and anticipate challenges before they arise.

Zoning Review
Every successful project starts long before an application is submitted. Early zoning review and due diligence establish not only whether a project is feasible, but how it should be positioned to move through approvals with the least amount of risk.
We evaluate zoning codes, comprehensive plans, subarea plans, and recent policy direction to identify how a project aligns—or conflicts—with existing regulations and long-term community goals. Just as importantly, we assess how decisions are actually made, including approval pathways, timelines, political dynamics, and the level of scrutiny typically applied by staff and elected officials.
This process also includes evaluating site-specific considerations such as infrastructure capacity, environmental constraints, access, and surrounding land uses—all of which influence entitlement strategy and project viability.
